Implementing Freedom of Information in the MOD

Working in the Ministry of Defence, Ian realised the far-reaching implications of the Freedom of Information Act before the Act received Royal Assent.  The scale of the work required to achieve successful compliance by the time the full requirements of the Act came into force was enormous.

Working with key stakeholders he used a scenario planning approach to develop a series of scenarios to illustrate the range of possible outcomes for the MOD in its FOI compliance.

Using this analysis he identified the drivers for change and the critical path in achieving successful FOI compliance. He realised the need for early action and developed a plan of action and gained broad support for this. Lobbying and briefing at senior levels he achieved a broad concensus that enabled early progress to be made. The strategic plan was developed further and action initiated both at the MOD and Army levels.
